National and Local Referenda Environment in Bulgaria

Through this project Balkan Assist would like to raise public awareness, propitiate referenda through legislation, and hence, achieve a better government for Bulgaria. Direct participation of people in government is a primary tool for arriving at consensus-based government where conflict is unveiled and resolved through agreement. Direct democracy is equally important for the citizens and those in power. Through voting and initiating specific policies citizens take responsibility for decision-making and share the outcomes and effects of government.

Observations contained herein are the result of partnership that the Balkan Assist Association developed with the municipalities of Sevlievo and Elena, the Regional Governor of the Gabrovo Region, the Swiss Agency for Development and Cooperation, the Bern Cantonal Government, Switzerland, the Parliamentary Committee on Legal Issues represented by Mrs. Anelia Mingova and the Parliamentary Committee on Local Self-Governance, Regional Policy, and Public Works, represented by Mr. Remzi Osman.
