Collection of good practices for citizen participation in decision and policy-making at local level

Several products were developed within the project "Preparation of analytical report on the role of NGOs and the level of activity of citizens in local goverance. Suggestions for improving the legal framework to promote civic participation and direct democracy at local level" commissioned to Balkan Assist Association by the Ministry of Regional Development and Public Works: Analytical report, proposals for legislative changes, indicative guidelines for local authorities and good practice for involving citizens in decision and policy-making at local level.
A team of experts consisting of Assoc. Prof. Dr. Petya Kabakchieva, Dr. Atanas Slavov and the Slaveya Hristova studied the existing Bulgarian and European experience in the subject of citizen participation in local governance and the interaction of local authorities with non-profit organizations and conducted a survey among the representatives of Bulgarian NGO secor and local authorties. The study results were presented at the public hearing in the Ministry of Regional Development and Public Works on10th of June 2011, with the participation of experts, NGO leaders and representatives of local government and central institutions. The results of public discussion were reflected in the final versions of the Analytical report and Proposals for legislative changes documents after which Indicative guidelines for local authorities functioning and Collection of
good practice to involve citizens in decision and policy-making at local level were developed.
The aim of the Collection book is to present best practices for citizen participation in local governance from different European countries, including Bulgaria.
The publications included in the edition present both measures, programs and approaches to engaging citizens in local governance as well as and specific examples and practices of interacting with citizens and NGOs.
The Collection also presents briefly the international / European legal framework for citizen participation in decision-making at local level and at the end instead of conclusion, proposals and recommendations for amendments to legislation to promote civic participation and direct democracy at the local level are published.
Taking into consideration the aforesaid the collection book is intendedo to be useful for representatives of local authorities and NGOs, citizens and media. Here we publish a part of the collection book in English.
