It is estimated that up to 25,000 people will work in the proximity of Spencer Dock, with a further 6,000 living there by its completion in 2014. A new railway station has opened which facilitates people living and working in the Docklands area. This forms part of the Government's €34.4billion transport investment plan, Transport 21. As part of this concept, Iarnród Éireann also plans to develop an Interconnector, envisaging an underground link from Spencer Dock onwards to Pearse Station and Heuston Station. Construction of a new bridge at Spencer Dock, which will allow the Luas Red Line to be extended from Connolly Station to the Point, will begin in the new year.
